Hopefully by now you are all familiar with the new requirements of the Self-build and Custom Housebuilding Act 2015 and the Planning and Housing Act 2016.  The 2015 Act place a duty on housing authorities to keep a register of people who wish to acquire serviced plots of land to bring forward self-build and custom housebuilding projects.  The register should be in place from 1st April 2016 and each authority must publicise the register.  The next step will be for the Local Authority to match available land to the people on the register, and to offer them a number of suitable council owned plots, and / or put them in touch with local landowners who have available land to sell.  According to the National Custom and Self Build Association (NaCSBA), 80% of the population are unaware of the existence of such registers, so some of you might have some catching up to do.  Further legislation  is expected to be passed during the autumn.

Mortgage availability is a key obstacle for most aspiring custom and self-builders, lenders are not keen to lend due to the risk of delay and non-completion.  The number of stage payments adds a further expensive complication.  There is a need for a brand new approach to mortgage lending on custom and self-build properties, and we have developed new model which mitigates the key risks for both local authorities and mortgage lenders.

To support local authorities in meeting the new legislative requirements and to encourage lenders to support aspiring self-builders, Arling Close are holding a Housing Event in Ashford on Thursday 20th October, starting at 2.30pm.

The venue is Committee Room 2, Ashford Borough Council, Civic Centre, Tannery Lane, Ashford Kent TN23 1PL.  The Civic Centre is just a few minutes walk from Ashford Train Station, and parking is available on site, great access from London.  Parking is also available on site and is payable by using coins or via a smart phone app and its £1 per hour, going up to £10 for over four hours.

The event is suitable for Housing, Planning and Finance Officers, and will cover the following:

  • Setting up a Housing Company – Wholly Owned, JVs and alternative options (speaker: Mark Swallow from Arlingclose)
  • Bespoke / Custom Build Mortgages – addressing key risks for both local authorities and lenders (speaker: Cecilie Booth from Arlingclose)
  • Additional speakers are invited, including a DCLG representative
